In 2018, congress signed the Families First Prevention Services Act, which allowed states to draw on federal funding to support provision of services to families involved in the child welfare systems. The law also established the Families First Prevention Services Clearinghouse to systematically review and identify research-based programs that would qualify for funding.
In 2020, the Homebuilders® program was reviewed by the Families First Prevention Services Clearinghouse. The program received the rating of “well-supported,” which is the highest rating in the Clearinghouse’s system. The Clearinghouse stated, “Homebuilders® is rated as a well-supported practice because at least two studies with non-overlapping samples carried out in usual care or practice settings achieved a rating of moderate or high on design and execution and demonstrated favorable effects in a target outcome domain. At least one of the studies demonstrated a sustained favorable effect of at least 12 months beyond the end of treatment on at least one target outcome.”
